Montgomery County police have charged a man with surreptitiously taking photos and video under a woman’s clothing last month.

Police said in a press release on Friday that Daniel Chauncey Parker, 28, of Kensington, took “upskirt” photos and video of a woman who was waiting in line at a convenience store in Kensington on Aug. 17.

Upskirting is a term used for the practice of taking photos under a person’s clothing without their consent.

Police said they responded to the convenience store in the 10500 block of Connecticut Avenue at 5:54 p.m. on Aug. 17. The woman and a family member were standing in line together when Parker, standing behind them, used his cellphone to record under the woman’s skirt, police said.

The woman confronted Parker, then called police. Police said they spoke to Parker and he told them he had used his phone to record under the woman’s skirt.

Police arrested Parker on Aug. 28 on a warrant charging him with one count of conducting visual surveillance of a person’s private area without their consent. He was taken into custody and released on $2,000 bond, police said.
